Summary
Solar Panels are the main fuelless energy source in Starbase, and are also the best option for Station Power, where they are used on a large scale.
Basic information
As the technology is still in development, many things are uncertain about the functionality, However presumably they are most profitable when placed on rotors or similar to follow the suns course.
