The constitution of Kingdom was finalised on February 14th by Louis von Benette, Kenetor von Terra, Myst von Gavreau, and Argredor.

Constitution

Preamble

Since the declaration of independence, there have been many unknowns regarding how to continue from there. Only a few things were clear to all founding endos of the Kingdom. We would grant equal rights to all sentient robots, give them a voice in matters concerning them and the right to fair punishment for crimes committed. The goal of our great nation would be to work towards the betterment of all robots, together, in harmony.

To make this dream happen, a group of highly dedicated citizens have worked hard to draft the very first version of our constitution that shall provide the framework for a constitutional monarchy. Multiple separate branches and institutions will be responsible to govern, protect and build our great nation. We believe in democracy and have trust in King Joel who has given us this unique chance. The following shall be our very first constitution and the basis for all future democratic processes. This constitution can only be changed should a bill reach a ¾ majority. Bills can be vetoed by King Joel. This is to prevent manipulation that would undermine the values of our people.

The first chancellor, cabinet and parliament will run a unique term from the first election to 2 months after release of Early Access. From then 4 month terms will apply to the chancellor, the cabinet and parliament members.

Legislative

The Legislature

There shall be a group of representatives from the population of the Kingdom, who will make up the Kingdom Parliament. These parliamentary members shall be referred to as Members of Parliament, or MPs, for short. The Parliament shall be responsible for setting tax rates, ratifying treaties with other factions, and any other duty as described in law voted on by the citizens of the Kingdom.

Any legislation not belonging to the set of categories reserved for Parliament shall be voted on by the eligible voters of the Kingdom via referendum.

Seats in Parliament are given to representatives of the top 30 largest kingdom companies by member count, with the provision that a company must have at least 15 members to be eligible to gain a seat in Parliament. For each company MP, there shall be 2 non-company MPs, that have been without a company for over 30 days, who are selected randomly from the list of volunteers through the civil service.
Eligible voters can express support to one volunteer by giving the volunteer an additional ticket in the randomized raffle. The term for a non-company MP is 4 months. Companies can select their representative and their term is not limited as long as their seat exists.
The total number of seats is determined by the number of companies and can be raised by parliament to a maximum of 90 seats.

Voters

To be found eligible for voting in the Kingdom by the civil service and their assistants, an endo has to fulfil all of the following conditions:

  • The endo is a citizen of the Kingdom or belongs to a faction that has gained a full membership status to the Kingdom.
  • The endo has served in the military or worked and paid taxes in the Kingdom for at least 1 month or has been granted an exception based on merit or outstanding qualifications.
  • The endo does not have an entry in the criminal database. Misdemeanours do not count as crimes for the purpose of this clause. Committing a crime voids the endos right to vote immediately and will have the endo removed from any public official position. An endo can redeem themselves in some cases outlined by the civil service.

Bills

Laws and changes to the constitution are made through bills. A bill can be sponsored by any eligible voter and will be processed by a civil servant to make sure it is designated and categorised properly. The civil servant will post the bill in a forum accessible to the appropriate portion of the legislature, so that the appropriate legislature may debate on it. The Civil Servant may elect to hold a hearing for the bill, which the sponsor shall be required to attend. Changes to the bill can be made in the debating phase on request of the sponsor.
Co-sponsor can be added by request of both the co-sponsor and sponsor of the bill. A popular co-sponsor can boost the popularity of the bill itself but obligates himself to vote yes on this bill.

Once both the sponsor and civil servant declare the bill ready it will be opened for voting. The voting period for legislation shall be determined by the Civil Servants, with a minimum time of 24 hours and a maximum time of two weeks. The Civil Servant shall be required to announce how long the vote is to remain active when the vote is initially brought up. The required majority for a bill to pass shall be, by default, 50% + 1 of the votes being in favor, except in cases where a proposal legally requires a legally specified larger majority Once a bill has been approved, it shall be presented directly to the Monarch to give them the opportunity to veto the bill by publicly announcing their vetoing of the bill. The Monarch shall have forty-eight hours from the time the bill is presented to them to veto it.

A bill is considered passed when either the Monarch does not veto the bill after 48 hours, or the Monarch explicitly approves of the bill through public announcement.

Executive

King

The king or any of his successors are bound to follow our constitution.
They are allowed to instruct the chancellor within the chancellor’s powers. They are not allowed to change the constitution but they can veto parliament bills.

Chancellor

The chancellor is the head of the executive branch of our kingdom. His tasks include but are not limited to:

  • Representation in the form of speeches and diplomatic work
  • Fulfilling his vision for the future of the Kingdom based on agenda he was elected for
  • Allocates budget to his ministries
  • Acts as commander in wartime
  • Declares war with the approval of parliament as the representative of the kingdom

A chancellor is elected in 2 phases by the eligible voting citizens of the Kingdom. The pre-elections are designed to cut down the number of candidates. Any candidates with over 5% votes in the pre-elections participate in the main-election. Therein, the candidate with the most votes wins.
The chancellor’s term of office is 4 months and the chancellor is limited to a total of 3 terms (12 months) in his/her lifetime. The chancellor has the option to step down.
Should the chancellor not be fulfilling his tasks due to negligence or malice, the parliament can remove him from office through a confidence motion that requires a 66% majority of all registered voters.

Should a chancellor be removed from office early for any reason, the Parliament acts as the interim government until elections are facilitated.

Cabinet

The cabinet is comprised of the chancellor, his 6 appointed ministers and up to 3 barons. It serves as the place where the chancellor briefs his ministers, discusses issues and receives advice from the barons who are observers to the cabinet. Barons are selected by the chancellor and can act as a diplomat representing the Kingdom but otherwise do not have authority within the government. All cabinet members and observers swear full loyalty and confidentiality when it comes to cabinet matters. Cabinet members are not allowed to be the leader of a company or be influenced by any external force or factor. The chancellor cannot appoint ministers coming from his own company or group.

Ministries

There is 6 ministries, each lead by one minister:

Defense

  • Manages military and law enforcement

Infrastructure

  • Manages the construction of public facilities
  • Makes sure public transportation is provided where necessary

Trade

  • Manages taxes and the treasury
  • Regulating the domestic markets
  • Ensures the fulfilment of trade deals
  • Provides state-driven jobs

Research and Development (R&D)

  • Creates, tests and repairs ships and technology
  • Analyzes and repairs acquired ships and technology

Foreign Office

  • Manages diplomatic relations between the Kingdom and third parties
  • Manages business relations with non-Kingdom parties
  • Hosts immigration office
  • Provides support to citizens living outside of the Kingdom’s territory

Production and Resources

  • Facilitates the manufacturing of components and products required
  • Responsible for gathering resources
  • Manages storage of state-owned property

Judicative

Criminal System

Criminals will be handled by the kingdom law enforcement or the military should it decide to step in.
Bounty hunters are allowed to take criminals in and collect the reward of any publicly posted bounty.
The kingdom bounty hunter guild offers certificates that will serve as proof of qualification and trustworthiness. This will require a small administration fee.

Criminal Database

The kingdom provides a list of all criminal records to the general public. This will allow employers to check if their applicants are felons. These lists will also be shared with trade partners. Should someone wish to erase their criminal record from the public lists and redeem themselves, they can do work for the kingdom e.g. contributing resources without being paid based on instructions by the civil service.

Court

The jury in court is comprised of civil servants and their assistants. They act based only on evidence provided by law enforcement or government agents. One is considered innocent until proven guilty.

Civil Service

A civil servant and their assistants function as the main anti-corruption force in the kingdom and facilitate all democratic processes. They also act as judges when necessary and manage social platforms such as discord.
When acting within their functionality as anti-corruption force, civil servants have to provide evidence of the offense and two of the three civil servants have to agree with the decision.
Should a civil servant become corrupt or not fulfill their role, the eligible voting citizens of the Kingdom can start a confidence motion, after providing evidence, to remove a civil servant requiring 75% majority. When a civil servant steps down or is removed, a new civil servant is elected by parliament.
Civil Servants can assign assistants. Each civil servant has to get his assistants approved by all other civil servants. The assistants can only act when instructed by their civil servant.

The civil service in its anti-corruption functionality uses the following definition for corruption which can be changed at any point by civil service: The misuse of funding or tax money. Accepting any kind of bribe. Working under external influence. The misuse of powers given by the position. Sharing of confidential information or state secrets.
