背景设定在《Starbase》的帝国与王国对抗的时代里，我们自称第三势力，代表人工智能派别，我们的目的就是统合帝国与王国之间的力量，共同建立人工智能文明共同体。

势力组织结构设定（Organizational structure of forces）

公会结构采取的是势力管理机构（Influence management agency，以下简称IMA）+公司的组织结构，平衡了专业性与娱乐性，兼顾效率与公平。

2、IMA中的各个部门分别承担不同的职能，按照权限管理全公会的各方面事务。IMA属于唯一管理本公会的机构，及官方管理机构，不允许公会内存在其他管理组织；

3、IMA中（乃至全工会中），负责管理的人员统一称呼为中央处理器（central processing unit，简称CPU），而被管理的人员或者未被管理的玩家统一称呼为智能单位（smart unit，简称SU）。按照目前的规定，不属于IMA的公会玩家没有官方权限的区分，允许按照该公司的管理者意愿自由确定；

政体（Government）

外交政策（Foreign policy）

1、本公会主张公会之间一律平等，反对公会之间的恶性竞争以及消极外交；

2、本公会支持公会之间的各方面合作，鼓励其他公会的成员及公司来本会参与一系列活动，增进双方的了解；

11、在对待恐怖主义、违法犯罪等问题上，本公会始终站在决不妥协的立场上面，积极推进公会间的交流合作，共同打击恐怖主义和违法犯罪行为；

12、我方将积极推进与各方的政治、经济、文化、科技、军事、工业、交通运输、制造业等领域的合作；

13、在对待不同派系不同思想流派如何相处的问题下面，我方认为各方应该共同遵守和平共处五项原则，即互相尊重主权和领土完整、互不侵犯、互不干涉内政、平等互利、和平共处。同时求同存异，认识到各方的政治制度都是根据其特殊国情而设定的。
