Mission statement
The Arbites' Ambition is a strictly neutral collective of players who aim to progressively develop an affluent militaristic, diplomatic and economic entity that is committed to influencing and regulating the course of Starbase's cumulative history. It dedicates itself to make a lasting mark on the game's universe and direct its diplomatic and political landscape to take compelling courses.
History and development
On the 9th of July 2019, the Symmachian Syndicate was founded by members of the current Ambition's Administration. After time, the Symmachian Syndicate split up into two factions in an effort to find a different approach to leadership: One faction that allows its members to focus on the Syndicate's original ideologies, which resulted in the creation of the Arbiters' Ambition, and another faction that kept the Symmachian Syndicates aspired playstyle, which ended up as the German-only faction Zer0³. After the split, months were spent developing a consistent, reliable internal structure that is catered specifically to the needs of the Ambition and is hoped to provide an efficient organization that can last for years to come. Only after this structure was fully defined and internal infrastructure prepared, the faction went public and started recruitment efforts on the 11th of February 2020.
Faction structure
There are a few distinct elements that allow the Ambition to work in an organized manner. They are the primary tools to structure the community based on each individual member’s preferences and enable the faction to operate in a decentralized manner.
The Administration
The overall faction is managed and its decisions met by the Administration, which consists of the two managing players of each Section, the Praetors, and the head of the Administration, the faction's Archon. Decisions that lead to consequences that affect larger parts of the faction, that involve structural changes or lead to engagements with outside parties are voted on in the Administration.
Sections
Where a business has departments, the closest thing the Ambition has to offer are Sections: The individual groups that every member belongs to, each specialized on their strengths, but compose themselves to stay independent entities that can act and sustain themselves alone.
Each Section is managed by a duumvirate of two Tribunes in the same position, called Praetors. Sections are created based on necessity and developed using the merit system.
A Section's purpose is to organize players of the faction with similar preferences into overarching groups that cater to a specific playstyle or gameplay elements and put them under seasoned management, connecting the players and their activities to fit the demand of other players and their tasks in the faction. In order to be able to split up work and individual assignments, the members of each Section form a hierarchical chain of individual groups based on the rank hierarchy between them, enabling the concept of Units. Each Section and its members specialize in one field of gameplay, such as battle, production, sales or resource acquisition, while still remaining with a certain degree of independence to operate individually should the need arise. Sections feature their own facilities specifically built for their respective expertise, members’ preferences and necessities.
Units
Units are individual groups of members within each Section composed of usually 3 to 8 Arbiters. Among them is always a Tribune who is assuming the role of the Unit Manager and responsible for coordinating tasks and activities within the Unit. A Tribune may receive tasks from the player above him in the hierarchy and splits these tasks up among the members of his unit and himself. That way, players within a unit are distributed objectives that they can work on continuously and projects are played through in a decentralized manner.
Other than that, Units serve the purpose to create close, social environments as members within a unit are constantly working and playing together, taking into consideration their nationality, timezone, and preferences.
Ranks
The Rank system categorizes players and members within each Section into three different ranks: Seekers, who are aiming to become accepted and trained members of the Ambition.
Executors, who are members that are fully accepted into the Ambition and working directly together in Units with other Executors and Tribunes.
Tribunes are members that have been in the group for longer times and showed an above-average degree of dedication or are otherwise recognized in the faction through their accomplishments. Tribunes act as mentors, coordinators, and superiors to Executors assigned to them. They take responsibility for them, give them tasks and plan their work together with them. Tribunes can be superiors to Executors assigned to them while still being an Executor themselves to another Tribune with seniority to them.
Members can only rise in their rank upon award from their Section’s Prateorship. Praetors are special Tribunes who hold leadership over their own Section and are part of the Administration together with the Ambition's Archon, a Tribune who is in charge of managing the Administration and reviewing their activities.
Merit System
As The Ambition is structured as a meritocratic system, players are rewarded for their engagement and dedication. Every member is assigned a Merit value based on their activity, dedication and past successes. A member who performs well on a regular basis will be assigned a higher value, which is up to the jurisdiction of their Section Praetors.
The values of every member of a unit are weighted based on member count and calculated into a Unit value. These values are then set into a ratio with other units’ values from all sections, effectively creating a 'virtual leaderboard'.
Merit value is an important factor in resource distribution within Sections, i.e. who has which ships, facilities or material available for their work. Next to a certain amount of fame and esteem that undeniably comes with it, direct rewards may include private facilities or specialized ships created exclusively for indivídual Units, dedicated Discord channels, promotions, additional access and permissions within the faction or special tasks.
Ultimately, the aim of the Merit system is to utilize reward mechanics to develop individual units and players into more autonomous, independent and successful entities, resulting in heavily specialized and experienced teams that can be expected to form their own Sections over time, if successful enough.

What does the Arbiters' Ambition do?
By principle, the Ambition is open to anything. However, what offers it decides to accept always depends on the current political landscape and its existing obligations. There are however a few activities the Ambition can see itself execute.
- Trade: The buying and selling of resources and/or ships
- Services & Commissions: Building ships, setting up factories/outputs, etc.
- Agreements: Forming more permanent relations with the Ambition
- Mediation: Mediating between factions in a large conflict or between members or parts of a faction.
- Cooperative Operations: Joint assaults, training sessions, influencing markets, etc.
With who does The Ambition do business
- Absolute neutral: The default status of any faction
- Faction of interest: Factions the Ambition is doing business with right now or has done in the past.
- Supported faction: Factions the Ambition is actively supporting in whatever capacity necessary.
- Opposing faction: Factions the Ambition considers detrimental to its current projects
The Ambitions diplomatic statuses
- Open: The regular status the Ambition is in where it is open to anything
- Locked: A state where all requests are denied unless they directly support an imminent project.
- In action: The Ambition is actively partaking in a project. Any requests that don't help this project to progress will be denied
