Faction description
The name Panem refers to the sovereign state established after after a serious natural disasters and a global conflict that brought about the collapse of the modern civilization. This sovereign state, Panem, consists of a federal district, the capital, and 13 outlying districts.
As a well rounded faction, the state of Panem is a totalitarian regime ruled by President Snow. The Panem faction controls 12 Districts each with distinct goals and missions. The 13th District is an elite society within Panem where only those who excel in their duties will be accepted. Panem also hold its notorious military branch known as the Peacekeepers. All Districts including District 13 are under direct command of President Snow.
