The Republic is a democratic player faction, created in reaction to the dominance of totalitarian governments in the universe.
History
On July 4, 2019, a small group of robots came together with the common goal of creating a democratic nation, where the voice of all citizens would be heard and considered by the government.
The Republic's first Constitution was published on July 4, 2019, however, the members of the Republic soon saw the need for improvement in the Constitution to provide more checks and balances, in order to protect the nation from a tyrannical group taking power and abusing it.
Elections for the Provisionary Council for The Republic were held on July 15, 2019, lasting until July 17, 2019. The Provisionary Council was tasked with creating a new constitution for The Republic. The members of the Provisionary Council wrote and rewrote the document that would eventually become the Republic's Constitution. On July 19, 2019, the new Constitution was put up to a simple majority vote, passing unanimously (26 - 0).
The Constitution of the Republic can be found at the following link: The Constitution of the Republic
On July 21, 2019, the Provisionary Council passed the Ministry of Foreign Affairs Enabling Act, creating the first executive department ministry in the nation's history (excepting the Ministry of Justice, which was established in the Constitution).
On July 30, 2019, the Republic signed non-aggression pacts with The Slavic Federation, The Collective, and the Vultar Unity.
On August 2, 2019, the Steelwing Ravens joined the Republic as a sub-faction.
On August 10, 2019, the Republic gained its hundredth member, prompting the creation of the first Electoral Commission to put the Constitution into effect.
On August 11, 2019, the Provisionary Council was dissolved.
Elections for the First Republic House of Commons and the First Republic House of State were held, with the results being announced on August 23, 2019. During the first months of the Republic, the administration was tasked with setting precedents, establishing standing orders for both houses of the Republic Senate, and establishing the first important laws of the Republic, including establishing the concept of criminal behavior legally.
The second Republic House of Commons and House of State were elected in mid-December 2019, with the overall legislative agenda (establishing procedure and other essential laws) being similar to the First Republic Senate.
Goals and Values
The Republic's Goals
- To create a nation of progress
- To oppose evil and oppression
- To help others in need
The Republic's Values
- Everyone is equal in value
- Everyone has a voice that should be heard
- Everyone can cause change within the Republic
Government and Politics
The Republic is a constitutional bicameral parliamentary republic, with three branches of government: The Executive, the Representative (legislative), and the Judicial branches.
Executive Branch
The head of state of the Republic is the Grand Premier, who is responsible for leading the executive branch of government, as well as assuming the role of commander-in-chief of the Republic Navy. The Grand Premier also is responsible for instituting new legislation passed by Senate into law. The Grand Premier serves for six-month terms, with a term limit of two terms. If the Grand Premier loses re-election, they are unable to run for the office of Grand Premier again.
The Executive Branch also contains all of the Executive Branch Ministries of government, described in detail below.
Ministry of Foreign Affairs
Responsible for conducting diplomacy with other political entities in the Galaxy.
Ministry of Justice
Responsible for charging individuals of crimes and conducting investigations. Evidence that the Ministry of Justice finds is presented to the judicial system for a hearing.
Representative Branch
See also Senate of the Republic
The representative branch of the Republican government, collectively known as the Senate, is bicameral and thus split into two separate houses: The House of State, and the House of Commons.
Both houses of Senate elect a single Speaker, which acts as a link between the two legislative houses. Either house can vote to dismiss the Speaker with a supermajority vote -- there only needs to be one house that votes the Speaker to be removed for the Speaker to be forced to leave office.
The Speaker of the Senate has the power to extend the time allowed for voting on any legislation to take place. In addition, the Speaker has the power to vote on all ties for legislation. In addition, if the Premier of the House of Commons requests the removal of a Secretary of State from Senate, the Speaker is responsible for denying or approving this request.
House of State
Created with the intent to have reduced partisanship, members of the House of State are directly elected to the position. The House of State consists of directly elected senators, as well as the heads of state of Republican subfactions. The Constitution posits that there must be more directly elected senators in the House of State than heads of state of integrated sub-factions.
Members of the House of State which are not directly elected senators are unable to vote on legislation. However, they are able to propose motions and pieces of legislation themselves.
Members of the House of State are elected, via a preferential voting system, to 6-month terms.
House of Commons
The House of Commons, unlike the House of State, is intended to be politicized, following party lines.
The House of Commons is the legislative heart of the Republic. Most legislation will originate in the House of Commons, though legislation may also be brought up in the House of State. If a piece of legislation reaches a majority vote in the House of Commons, but not a supermajority, it is then sent to the House of State for approval. If a vote for a proposal reaches a supermajority (2/3 vote) in the House of Commons, the legislation bypasses the House of State entirely and is presented directly to the Grand Premier.
The head of the legislative government is known as the Premier, who is the leader of the party or coalition that gets a majority of the seats in the House of Commons. The Premier has a consecutive term limit of three terms and unlike the Grand Premier, can run for re-election once they lose the office of Premier.
The Premier is also responsible for nominating the Secretaries, which would be members of the House of Commons which represent the interests of executive department Ministries in the legislature.
Elections for the House of Commons are based on a closed-list party-list proportional representation voting system, meaning that political parties as a whole run for seats in the House of Commons, not individual candidates.
Members of the House of Commons serve 4-month terms.
Judicial Branch
See also, The Supreme Court of the Republic
The judicial branch of the Republic consists of the President of the Supreme Court, as well as an undefined number of justices. Justices are nominated for the Supreme Court by the Grand Premier and confirmed by the House of State.
The Supreme Court is responsible for holding hearings for crimes, removing corrupt members of the government, hearing cases for appeal, and handling other judicial matters.
Electoral Commission
See also Republic Electoral Commission
Not belonging to any of the three traditional branches of government, the Election Commission is a group of individuals responsible for the smooth running of the Republican elections, and are also given the responsibility of investigating Senate and Ministry officials if accused of wrongdoing, holding the power to remove individuals from power.
The Electoral Commission consists of three justices appointed by the Supreme Court, the Grand Premier, and one constitutional advisor appointed by the House of State from the Senate. The Commission is led by a Chairman, which must be one of the three Supreme Court justices. This is voted on by everyone in the Electoral Commission.
The Electoral Commission can be impeached by the Supreme Court, requiring a hard majority vote from the Supreme Court justices prompted by an appeal for an Electoral Commission decision.
