Either foundation needs to be at least 30km away from the nearest Origin station, and 2km from the nearest player station (as opposed to the 1km the description of the item mentions). To place it down, you drag the foundation out of your inventory, and press the button on top. Keep in mind that the button will be the top side of the station; while you can walk on any side just fine, there are some parts that you can't rotate in every orientation with easy build mode right now, so keeping the "up" direction of the foundation in mind is advised.

1. By using a building tool and having the correct materials in your inventory or station storage.
* You can see which materials are required for each part by accessing the Universal Tool and choosing the Materials tab
