势力背景设定（Influence background setting）

背景设定在《Starbase》的帝国与王国对抗的时代里，我们自称第三势力，代表人工智能派别，我们的目的就是统合帝国与王国之间的力量，共同建立人工智能文明共同体。

势力组织结构设定（Organizational structure of forces）

公会结构采取的是势力管理机构（Influence management agency，以下简称IMA）+公司的组织结构，平衡了专业性与娱乐性，兼顾效率与公平。

The guild structure adopts the organizational structure of Influence Management Agency (hereinafter referred to as IMA) + company, which balances professionalism and entertainment, taking into account efficiency and fairness.

势力管理机构，及IMA，是管理全公会所有重大事务的组织，相当于一个国家的政府机构（包含立法权力）。旗下分为决策部、外交部、军事部、经济部、科学与技术部、执行部、裁决部和工程部共8个部门，分别负责不同的工作职能 1、IMA内的管理能力按照权限高低来作为标准（A、B、C......级，依次往下数，从上到下权限从高到低），决策部负责综合统筹管理其他部门，同级别的决策部默认比同级别的其他部分权限要高； 2、IMA中的各个部门分别承担不同的职能，按照权限管理全公会的各方面事务。IMA属于唯一管理本公会的机构，及官方管理机构，不允许公会内存在其他管理组织； 3、IMA中（乃至全工会中），负责管理的人员统一称呼为中央处理器（central processing unit，简称CPU），而被管理的人员或者未被管理的玩家统一称呼为智能单位（smart unit，简称SU）。按照目前的规定，不属于IMA的公会玩家没有官方权限的区分，允许按照该公司的管理者意愿自由确定；

决策部（Decision making department，简称DMD）

IMA中的决策部（Decision making department，简称DMD），负责管理同级别的其他部门和自身，负责对各方面规划和方案的决策工作。为了能够正确执行该部门的任务。该部门的中央处理器中默认权限高于同级别的其他部门中央处理器。该部门的人员分配严格按照实际情况和个人能力分配，其余部门均可自行经过申请审核同意后加入（注：决策部对其他部门的管理工作大多是政治任务分配和部门间的工作协调任务，采取直接控制但并非完全控制其他部门的所有行动的管理模式，保障其他部门的部分自主决策行动权限）；

IMA中的经济部（Ministry of Economic Affairs，简称为MEA），由决策部统一指挥，负责管理本势力的各项经济活动，维护本势力的经济利益。在特殊时期允许征用属于本势力的公司参与大型任务（救灾、物资援助、贸易战等）。该部门会集中调控市场运行，保障本势力内的经济平稳运行发展。并且会对敌对势力展开各方面的经济制裁和运输封禁；

IMA中的科学与技术部（Ministry of Science and Technology，简称MST），由决策部统一指挥，但是具有30%的自主决策功能（用于进行一切未经过决策部决策的科学研发活动，通常高风险高未知性）。这个是仅次于决策部之后第二大重要的部门，负责研究starbase世界内的各种现象并发现科学规律，开发相关的项目或者集中攻关巨型和超巨型工程项目。担任决策部的智能单位在正式就职决策部之前通常工作于这个部门。（同样不允许不公平竞争）；
