Belts are places with special conditions:
Asteroids spawn in them and they allow Belt Atmosphere Alloy Furnace to use certain recipes for alloy crafting.
Not all moons have an asteroid belt. A Belt's atmosphere can't be used for Moon Atmosphere Alloy Furnace recipes. For those you need to be in a moon's Atmosphere.
